The first international performance based budgeting conference (PBBC) intended
to convey general understanding of performance budgeting concepts and practices
.The conference enjoyed the participation of notable inside and abroad experts
specially Dr.Ronald McGill- UNCDF Senior technical advisor -who co-chaired and
will co-chair the conference and the attendance of over 1200 participants which
is considered a great success in seeking to approach some of articles 138 and
144of Iran's 4th five year national plan more practically. The second PBBC will
concentrate on two macro and micro topics including Decentralized
Performance Budgeting and Cost Management in Government
Agencies.
Today, the increasing demand of local and provincial
governments for budgets in order to develop infrastructure and deliver services
is regarded as an enormous challenge in developing countries and their
weaknesses compound the enormity. If performance budgeting stresses this vicious
cycle and fails to satisfy economic development and poverty reduction goals
simultaneously ,it turns into a devastating tool deterring equitable economic
development particularly in local and provincial governments. Thus, It is
essential to develop an integrated planning and measurement system which
encourage appropriating targeted financial resources , devolving authority and
flexibility ,and establishing accountability which is named decentralized
performance budgeting.
Also, the issue of efficiency and effectiveness
of resources notably budgetary resources represents the second challenge for
governments. Put it simply, increased budget efficiency means achieving outputs
at lower costs and increased budget effectiveness means attaining outcomes at
lower costs. Therefore, calculating and managing costs including activity costs,
output costs, outcome costs, goal costs, and vision cost is representing one of
the main components of performance budgeting systems.
Hence, the second
PBBC intends to delve into the above mentioned topics using experts' experiences
and academic papers which are most welcome.
